Federal Programs Overview
The U.S. Department of Education provides federal funding to public schools across the country through several programs. These programs are part of the Every Student Succeeds Act (ESSA), and they help schools meet student needs in different ways. Each program is called a "Title" and is numbered I through IV. Here’s what each one does:
Title I – Supporting Academic Achievement for All Students
What it is:
Title I provides funding to schools with higher percentages of students from low-income families. Its main goal is to help ensure all children meet high academic standards—especially in reading and math.
How it helps families and students:
Extra reading or math help during the school day or after school
Smaller class sizes or additional teachers
Family engagement activities and resources
Support for schools to improve instruction and student performance
In each of our elementary schools, Title 1 Part A funding provides for reading specialists, interventionists, teaching assistants, and supplemental materials to support all students.
Both West Berwick and East Berwick Elementary Schools are considered schoolwide Title I schools. In a schoolwide Title I school, all students benefit from supports provided through Title I funding. Title II – Supporting Great Teachers and Leaders
What it is:
Title II focuses on improving the quality of instruction by providing professional development opportunities for teachers, principals, and school leaders.
How it helps families and students:
Helps teachers learn new strategies to meet student needs
Supports mentoring and coaching for new teachers
Ensures every student has access to well-trained educators
Allowing for smaller class sizes
In our district, Title II is primarily utilized to support reducing class sizes.
Title III – Supporting English Learners and Immigrant Students
What it is:
Title III provides additional support for students who are learning English as a second language and for immigrant families adjusting to a new school system.
How it helps families and students:
Helps English learners develop language skills
Provides extra instruction in reading, writing, listening, and speaking
Offers translation and interpretation services for families
Supports cultural understanding and inclusion
Title IV – Supporting the Whole Child
What it is:
Title IV helps schools provide a well-rounded education, ensure safe and healthy school environments, and improve the use of technology in learning.
How it helps families and students:
Supports programs in the arts, music, STEM, and physical education
Encourages social-emotional learning and mental health supports
Promotes safe and supportive learning environments
Enhances student access to learning through educational technology
In our district, Title IV funding has been utilized in a variety of ways. We have supported dual enrollment, expanded STEM education opportunities, enhanced social-emotional learning, and supplement access to educational technology.
